Wordpress performance optimization [PHP]

The fresh install of wordpress, without any images, using the light, Twenty Fifteen theme, is loading around ~1.2 seconds on my local machine. I won't go too broad and compare it to my own, custom made(php) cms, but the difference is huge. The Twenty Seventeen, default theme loaded at ~2 seconds.

Once again, I don't want to get subjective on this and this isn't my goal at all. What am I looking for is how to actually optimize the wordpress cms from the developer point of view(not the server, cdn, etc).

What are my options as PHP developer to optimize the code and/or DB of wordpress, so it would be as scalable and as performance-wise as it can?
