Why does CACHE_TEMPORARY has the same value as DRUPAL_NO_CACHE

I'm trying to change the cache of my block (hook_block_info_alter) but it seems if I change from CACHE_TEMPORARY to DRUPAL_NO_CACHE, it doesn't make a difference. Drupal declared them like this:

define('CACHE_TEMPORARY', -1); 
define('DRUPAL_NO_CACHE', -1);

Why do we have the same value if they're meant to be different? How can I change the value in hook_block_info_alter?
