Drupal Rules and Select

I'm wondering if anyone has any insights in to whether the following can be done:

  1. Say a piece of content of type page is created
  2. In the body section a select box is created e.g.
<select id='bespoke_select'>
     <option value="1">item 1</option>
     <option value="2">item 2</option>
     <option value="3">item 3</option>
</select>

The issue: From here is it possible to use Rules to detect when a user changes the value of the select component as created here?

Side Note: I am not looking to use the Webform module with this approach as it adds a submit button to the view and I do not need to submit the selection back to the server in terms of a regular web form submission - i just need Drupal to be able to pick up the selection box has been changed by the user and get the value the user has selected
