Nginx in default could never return 200 OK

I want to know the best practice for Nginx setup in the case bellow.

I created the environment of nginx(1.15.1) on ubuntu(18.04) on docker(18.03.1-ce) on lxc(2.21 security.nesting=true) on linuxmint(18.3)

But the permission of / is 700 in default so nginx always results to return 403 (nginx root is set to /home/www/data).

How should I set up my nginx and file permissions ?
