Driving 240v halogen or incandescent lamps with DC current

I need to turn on my halogen or incandescent lamps using constant current to eliminate flicker. Almost all of these types of lamps for household use are driven by 240V AC current. I tried driving my desk lamp which has a 35w halogen lamp with a DC transformer with 36w power (12V 3A), but it didn't work.

Which type of DC transformer do I need? Should it supply 240V? All DC transformers that I can see in the market are at most 24V with different powers.
