I can't ask new question, but did nothing wrong (did I?)

I've had some questions on Electrical engineering stackexchange, where I got mixed feedback: from bad to good. 1 question got 2 votes, 1 question got 1 vote, 3 questions got 0 votes and 1 question got -2 votes, all of them had average 2 answers.

What is my question here: What am I doing wrong? I just got sent to "read the rules", but I think I don't quite understand, what I was doing wrong? How can I even "repair" that? Yes, by editing questions etc., but who'se gonna read them, if they're ~1 year old and already been answered?
