Vertical spacing between rows after linebreak in tabu

In a tabu table vertical spaces between rows behave differently when there is an automatic linebreak in the cell.

I would like all red vertical spaces in TABLE 1 and TABLE 2 to be equal.

I've already tried to fiddle around with \tabulinesep and \extrarowsep, but couldn't solve the problem.

Any suggestions?

I want all red marked spaces to be equal Minimal example:
