joomla 3.x frontend login not working

I have a Joomla 3.6.5 site that I recently moved from Godaddy to InMotionHosting. Everything was working fine on Godaddy but I wanted to get off their shared server and decided to go with a VPS at InMotion. After I moved the site I noticed that when trying to login to the frontend I got the following message:

The most recent request was denied because it contained an invalid security token. Please refresh the page and try again

I can login to the backend fine, but no luck on the frontend so I tried

  • clearing joomla and browser cache
  • disable system-page cache plugin
  • caching is off
  • fixing database by extension->database->fix

None of this worked so I decided to back up the site and database tables again and update to 3.8.2. After updating I can still login to the backend fine but now as soon as you load the home page of the site you get the following message in the joomla system messages:

The security token did not match. The request was aborted to prevent any security breach. Please try again.

When I go to the login page and try logging in with any account it just simply reloads the login page and does not log the user in. No information is in the error log either. I researched this problem all over and have tried a few different things:

  • tried using the default .htaccess
  • checked login permissions
  • checked configuration.php for correct logs and tmp path, live site is empty, cookie domain and path are empty
  • checked global configuration
  • disabled SEF

When I disabled SEF and try logging in from the login page it still does not log the user in and my error page throws the following error:

0: Invalid controller: name='user', format=''

At this point I'm at a loss. Does anyone know what I can do to fix this issue? Any help would greatly be appreciated
